Balochistan is Pakistan's metallic anchor. The Muslim Bagh and Khuzdar districts yield high-grade podiform chromite characterized by chromium-to-iron (Cr:Fe) ratios between 2.8:1 and 3.2:1. Shipments move directly via the N-25 (RCD) National Highway to Karachi Port and Port Muhammad Bin Qasim.
Est. >80% of national metallic mineral potential (GSP & Provincial Concession Inventories).
1,420+ active leases (metallic & non-metallic)
680+ prospecting licenses

Clear regulatory context on how Pakistan's constitutional devolution affects title rights, environmental permitting, royalties, and export clearance for international buyers.
Under the 18th Amendment to the Constitution of Pakistan (2010), legislative and administrative control over onshore mineral resources—excluding nuclear substances and mineral oil/natural gas—was devolved exclusively to the four provincial governments. Each province (Balochistan, Khyber Pakhtunkhwa, Punjab, and Sindh) maintains its own Mines & Minerals Act, licensing directorate, and royalty framework. Buyers contracting Pakistani minerals operate with leaseholders regulated by these provincial statutory bodies.
Provincial mining laws structure rights in four tiers: Reconnaissance Licenses (up to 1 year), Prospecting Licenses (typically 2 to 3 years), Exploration Licenses, and Mining Leases (conferred for 15 to 30 years with renewal provisions). Concessionaires must maintain valid Environmental Protection Agency (EPA) Initial Environmental Examinations (IEE) or Environmental Impact Assessments (EIA), surface rent clearance, and certified perimeter demarcations verified by provincial cadastral surveys.
Mineral consignments require provincial dispatch passes (rawana chalans) verifying that ad-valorem or tonnage royalties have been remitted to the provincial exchequer. At the maritime port (Karachi Port or Port Qasim), Pakistan Customs inspects shipping documentation under the Federal Board of Revenue (FBR) WeBOC automated system. No export duty is levied on most processed industrial mineral ores, and cargo clearances are supported by accredited pre-shipment assay certificates.
The federal Government established the Special Investment Facilitation Council (SIFC) as a single-window facilitation body to harmonize federal-provincial coordination, streamline foreign investment in major mineral corridors, and enforce dispute protection under bilateral investment treaties (BITs) and international arbitration frameworks. Standard commercial contracts are further secured via 100% Irrevocable Letters of Credit (L/C at Sight) through accredited international banking channels.
